The signed decision packet must be transferred to an unclassified compliance network for regulatory filing — but the two networks have zero connectivity by design.

No USB drives are permitted. No network bridges exist. The only approved method is QR Air-Gap Bridge™ — which encodes the 24.3KB decision packet into 12 animated QR frames, each encrypted with AES-256-GCM and signed with Ed25519. A camera on the unclassified side scans the sequence, reassembles the packet, and verifies Merkle tree integrity. Zero data touches any network.
